The Russians carried out a complex, massive attack overnight, aimed primarily at our critical infrastructure. And the main target was energy – power generation facilities and substations – in the Odesa, Cherkasy, Zhytomyr, Vinnytsia, Kharkiv, Dnipro, Chernivtsi, Chernihiv, and Rivne regions. In many cities and communities, emergency and unscheduled power outages are ongoing. In Kharkiv, the Russians directly struck a city clinical hospital. Seventy-three people were injured, and the cardiology department, where people were receiving treatment, was damaged. A rescue operation has also been underway since yesterday in Komyshuvakha, in the Zaporizhzhia region. Tragically, the death toll has risen. Russia has killed 29 people. My condolences to their families and loved ones. Five people were injured. There are still people under the rubble. Rescue operations continue as far as the security situation allows – there is a threat of Russian double-tap strikes, as they always so wickedly do. Overnight alone, the Russians launched 289 attack drones, 17 ballistic missiles, and 59 cruise missiles. And even now, the air raid alert continues, and there is a threat of new Russian missile and drone attacks. It is very telling that all of this is happening on the day of the U.S. congressional elections. The Russians believe that America will not notice this signal from them. But such terror must be noticed and stopped. Ukraine must be helped to defend its skies, otherwise Russia will never stop its missile strikes. It is essential to help build peace honestly and reliably, and America can do that. Thank you to everyone who will not remain silent about this Russian attack. Another barbaric and utterly cynical Russian attack. Russia's brutality knows no limits, and its contempt for human life is beyond any moral justification. In Komyshuvakha, Zaporizhzhia region, Russian forces struck a school used to distribute humanitarian aid and then attacked a shelter where civilians were hiding from Russian bombs. At least 26 people have been killed. Rescue operations are ongoing. And yet, even as Russia continues to slaughter innocent Ukrainians, some are looking for ways to return to business as usual with Moscow, as if these atrocities were somehow irrelevant to their decisions. This includes those in international sport who are discussing welcoming Russian teams back into competition. What kind of moral bankruptcy does it take to rehabilitate a country that bombs people seeking humanitarian aid? Every Ukrainian civilian murdered by Russia is another reason to keep its flag and its athletes out of international sporting arenas. Those who open the doors to Russia must understand that they are opening them to a state that continues to kill. Russia deserves condemnation, isolation, and consequences, not a return to international respectability. Its crimes cannot be separated from its flag, its national teams, or its attempts to regain international legitimacy. I call on our partners to respond with decisive action and reject every attempt to return to business as usual with Russia. No concessions to a state that continues to murder innocent people and no rehabilitation without accountability.

烏克蘭外交部長西比哈（Andrii Sybiha）周二（3日）譴責此次攻擊，稱這是「又一次野蠻且瘋狂的俄羅斯攻擊」，「俄羅斯的殘酷沒有界限，其對人命的漠視沒有道德正當性」。他並以這次攻擊為由，呼籲各國抵制俄羅斯重返頂級體育賽事，此前體育最高法院裁定允許該國重返主要錦標賽，「俄羅斯應受到譴責、孤立與後果，而非重獲國際尊重」，「其罪行無法與其旗幟、國家隊或試圖重獲國際合法性的努力分開」。
扎波羅熱市議會秘書哈爾琴科（Regina Kharchenko）表示，攻擊中有27人失聯。扎波羅熱州警方表示，官員與救援隊正試圖接觸據信被困在瓦礫下的居民。網上發布的照片顯示，該地區遍布悶燒的瓦礫。

An utterly horrific Russian attack on the settlement of Komyshuvakha in the Zaporizhzhia region. Since this morning, the settlement has been hit several times by aerial bombs. The strikes targeted a school used for humanitarian purposes – people were receiving humanitarian aid there. After the first aerial bomb strike, there was a double-tap strike with nine more bombs, specifically targeting the shelter where people were taking cover. Tragically, 18 people have already been reported killed. My condolences to their families and loved ones. Five people have been injured. A rescue operation is underway at the site, and the search for people continues. It is extremely difficult. Military forces, first responders, and special services are involved. The Russians could not have been unaware that every week, local residents who had remained in Komyshuvakha received humanitarian aid at that very location. And this is further proof that Russia wants no de-escalation and no real justice. After the humanitarian operation in Oleshky, there was a moment when the next steps could have shown that progress toward peace was possible. With these killings, Russia is sending an entirely opposite signal: Russia is counting on more killings. There must be a response to this – a response from the world. A strong and tough response.
