綜合烏克蘭新聞社（Ukinform）與《基輔獨立報》（The Kyiv Independent）報導，當地時間周二（27日），烏克蘭總統澤倫斯基（Volodymyr Zelensky）披露，烏軍在哈爾科夫州（Kharkiv Oblast）庫皮揚斯克（Kupiansk）附近執行代號「維列斯行動」（Operation Veles）的地下作戰中，已殲滅超過100名俄軍並俘虜30餘人，同時透過地下天然氣管道推進逾15公里。澤倫斯基表示，俄軍先前曾試圖利用地下天然氣管道穿越烏軍陣地並發動突擊，烏軍則成功將這項戰術轉化、現代化，使其更為精密且技術先進。

該行動由烏克蘭國民警衛隊第2哈爾季亞軍團（2nd Khartiia Corps of the National Guard）與其他單位共同執行。澤倫斯基指出，他已從烏克蘭武裝部隊總司令德拉帕蒂（Mykhailo Drapatyi）、第2哈爾季亞軍團指揮官奧博連斯基（Ihor Obolienskyi）以及總統辦公室副主任帕利薩（Pavlo Palisa）聽取行動初步成果與進展報告。第2哈爾季亞軍團上周四（22日）曾透露，烏軍已透過地下天然氣管道滲透俄軍後方陣地。
戰場監測組織DeepState在9月12日也曾報導，俄軍利用天然氣管道穿越奧斯基爾河（Oskil River），滲透庫皮揚斯克附近烏軍防線。澤倫斯基強調，烏軍正在保護人民生命、對佔領軍造成損失，並在庫皮揚斯克軸線達成目標。

與此同時，澤倫斯基周三（28日）晚間也表示，烏克蘭、俄羅斯與美國可能最快於下月（11月）10日在阿拉伯聯合大公國阿布達比舉行三方會談，以尋求結束俄烏戰事。他指出，自己曾提議11月1日會面，但最終決定待美國11月3日期中選舉後再舉行；原訂11月底的會談可能提前至月中，由美國代表團主導。
澤倫斯基強調，烏克蘭隨時準備對話與談判，形式不拘，甚至願意討論對烏克蘭而言敏感的話題，不希望外界認為烏克蘭阻礙談判進程。他表示，目前局勢更接近升級或和平難以判斷，戰爭一切取決於不同國家或領導人的意願，並希望能找到解決方案。
澤倫斯基補充，若美國明白俄羅斯總統普丁（Vladimir Putin）的目標是佔領並摧毀烏克蘭，川普「就不可能與普丁站在同一邊」。烏克蘭官員雖不預期此次三方會談能取得突破，但仍希望有助重啟定期談判。
