綜合路透與《英國廣播公司》（BBC）報導，川普表示，澤倫斯基持續授權攻擊俄羅斯煉油廠，「想為世界製造問題」，「他最好立刻停止」，並建議烏克蘭「換一個能達成協議的新領導人」。自俄羅斯2022年入侵烏克蘭以來，該國處於戒嚴狀態，選舉因此暫停。川普進一步指出：「我們說，『你們可以對俄羅斯做任何想做的事，但不要打煉油廠』，因為那會造成世界問題」，「他本來有很多次機會可以協議，但不知為何從未做到」。
俄羅斯總統普丁（Vladimir Putin）特使德米特里耶夫（Kirill Dmitriev）形容川普的介入「具有標誌性與歷史意義」，並稱烏克蘭「需要真正專注於和平的領導」。川普上周五（9日）確認與莫斯科達成協議，暫停對俄羅斯柴油出口的制裁至4月7日。根據協議，俄羅斯將先向「美國與全球市場」釋放30萬噸柴油，11月再加50萬噸，其後另有100萬噸，並可能在「短時間內」再增加300萬噸，但取決於其煉油廠狀況。

澤倫斯基批評此舉將讓莫斯科籌集新資金購買軍備繼續戰爭，並指控莫斯科將協議解讀為「可以繼續戰鬥、可以繼續向城市投擲炸彈」，尤其在對札波羅熱（Zaporizhzhia）發動致命新攻擊之後。他上周六與多位盟友通話，呼籲「做出真正決定以保護烏克蘭生命」與歐洲安全。英國首相柏納姆（Andy Burnham）發言人表示，柏納姆已與澤倫斯基通話並表達「完全團結」，雙方同意俄羅斯應接受「立即的能源停火」，並停止在黑海攻擊船運，「這將立即向全球市場釋放更多能源與糧食供應」。
歐盟外交事務負責人卡拉斯（Kaja Kallas）批評暫停制裁「為莫斯科提供更多收入以發動戰爭」，並表示「現在不是減輕對俄羅斯壓力的時候，歐洲不會這麼做」。她指出，歐洲外交部長計畫周一（12日）批准自全面入侵以來最大規模的對俄制裁方案。
這項協議是川普在期中選舉前降低美國燃料價格的最新努力。美國與以色列2月發動的對伊朗戰爭導致荷姆茲海峽實際上關閉，該海峽通常運輸全球約五分之一的石油產品，嚴重限制包括柴油在內的全球燃料供應；俄烏雙方近期亦加劇對彼此能源基礎設施的攻擊，進一步緊縮市場。
美國汽車協會（AAA）數據顯示，柴油平均價格目前為每加侖6.28美元（約台幣200元），高於上月的5.94美元與去年的3.68美元。國際能源署（IEA）估計，過去10個月因烏克蘭無人機打擊煉油廠，俄羅斯柴油產量下降約30%。川普去年12月也曾呼籲烏克蘭舉行新選舉。
